Vitor Gaspar
Vitor Gaspar is a Non-resident Fellow at Bruegel. He works on in fiscal and monetary policies at the national, European and global levels.
In his research and policy work he explores the interaction between markets, institutions and politics. In the past he has focused on fiscal governance, state capacity, tax capacity, monetary policy strategy and the political economy of integration. He is currently working on the public finance implications from global decarbonization and the energy transition.
He speaks English and Portuguese.
Previously, Vitor was Director of the Fiscal Affairs Department at the International Monetary Fund (2014–2025), Minister of State and Finance of Portugal (2011–2013) and held senior positions at the European Central Bank, the European Commission, Banco de Portugal and the Portuguese Ministry of Finance. He participated directly in the negotiation of the Maastricht Treaty as personal representative of the Portuguese Minister of Finance.
