Frédéric Boccara

Member of the Executive Board and the Economic Advisory Board at Party of the European Left & Candidate, French Communist Party

Born in 1964, 21th of February 1964 in Paris, Frédéric Boccara is professional economist and political leader.

Economist in the Public service of Statistics, since 1990, où il s’est occupé successivement : de la prévision conjoncturelle, de modèle économique, d’analyse des entreprises, des PME aux groupes d’entreprises, de balance des paiements, de comptes nationaux, de statistique des transports, et enfin des multinationales.

Alumni of ENSAE (Ecole nationale de la statistique et de l’administration économique) which trains « administrateurs de l’INSEE ».

Associate researcher in Sorbonne Paris-Nord University (centre d’économie de Paris Nord) in which he has been Associate professor during 6 years.

Doctor in economic sciences. His doctorat is entitled « Firmes multinationales dans la révolution technologique informationnelle et la globalisation financière » (October 2013).

He has been member of the Conseil économique, social et environnemental (CESE) (November 2015 -Mars 2021) as « qualified personality in the economic domain », appointed by the President and Prime minister.

He is member of the Executive board of the ELP (European Left Party) since 2023 and of the Executive national board of the PCF (Parti communiste français) since 2016, responsible of its economic commission and membership of the redaction team of Economie & Politique review. 

He is the author of Une autre Europe – Contre l’austérité – Pour le progrès social, en coopération, un autre euro, 2014, Temps des cerises (134 p.), co-authored with Denis Durand et Yves Dimicoli.

His last book is Retraites : un bras de fer face au capital, Delga publisher, February 2020, co-authored.

During the pandemic, he launched the appeal « Des milliards pour l’hôpital pas pour le capital ». Signed by 108 .000 persons on change.org. 

As member of the CESE he is the author of the report « Les PME/TPE et le financement de leur développement pour l’emploi et l’efficacité », adopted by a large majority of CESE groups and members.

Il has been one of the national leaders of the Students‘ Union UNEF (Union nationale des étudiants de France) from 1981 to 1986.
