Secretary General of the Treasury and International Financing at the Spanish Ministry of Economy, Business and Trade, Spanish Treasury

Paula Conthe was appointed Secretary General of the Treasury and International Financing at the Spanish Ministry of Economy, Business and Trade on January 17, 2024. Under her purview are the Spanish Debt Management Office, the regulation of the financial sector and the relations with international financial institutions. She is a member of the Governing Council of the Bank of Spain, the Comisión Nacional del Mercado de Valores (CNMV) and Vice-president of the Fondo de Garantía de Depósitos (FGD, the National Deposit Guarantee Fund). At the international level, she serves as Alternate Governor of Spain in the ESM, the IMF and World Bank, among other international institutions, as well as an alternate member of Spain in the Eurogroup and G20 and full member of the FSB and the Economic and Financial Committee. 

Prior to being appointed at the Treasury, Ms. Conthe was the Chair of FROB, the Spanish Executive Resolution Authority within the Single Resolution Mechanism. Previously, Ms. Conthe held various positions at the Treasury, with responsibilities related to European economic and financial matters and, in particular, the development of the Banking Union and the creation of the ESM and the monitoring of its financial assistance programs. From October 2013 to March 2015 she was Chair of the Task Force on Coordinated Action (TFCA), reporting to the Eurogroup Working Group (EWG).
