Barbara Glowacka

Since August 2025, Ms Glowacka has been working in the Economic Security Unit of the Secretariat-General at the European Commission. Prior to this, from August 2024 to July 2025, Ms Glowacka participated in the European Commission Fellowship Programme at the University of California, Davis, where she worked on proposing a policy for the Commission on the diversification of supply chains for clean energy technologies. Between July 2021 and August 2024, she worked in the Cabinet of Commissioner Kadri Simson, where she was responsible for international engagements in the energy sector, including providing support to Ukraine and supporting deployment of renewable energy across the EU. From December 2019 to June 2021, she contributed to the Secretariat-General’s Energy Policy Coordination team, helping align EU energy policy priorities across Commission departments.

Earlier in her career, Ms Glowacka served as a Case Handler in the Media Antitrust Unit (2011–2013) and the Energy Antitrust Unit at DG Competition (2013-2021) and worked as an Associate at Cleary Gottlieb Steen & Hamilton LLP in Washington, DC and Brussels (2008–2010), following a summer associate position at Coudert Brothers LLP in Brussels in 2005.

Barbara Glowacka holds a Master of Laws (LL.M.) from Harvard Law School, a Diploma in English and European Union Law from the University of Cambridge, and a Master of Laws (Magister) from Poznań University Law School. They have been a member of the New York State Bar since 2009.
