According to Jean Pisani-Ferry, underinvestment in human capital leads to a slow but inexorable erosion of Europe's prosperity. A trend that could be efficiently addressed and reversed by developing and upgrading education systems and by devising a skilled migration policy, wouldn't it be for a lacking sense of urgency.
