In the next five years, the EU must reinvigorate growth, safeguard security, maintain social cohesion and follow through on the European Green Deal. How can it do all that with limited resources? 

Bruegel fellows have written 20 Memos to help show the way. We must unite EU countries and citizens around a shared agenda. We must defend the EU from external threats and EU values from corrosion. And we must grow sustainably: in economic and environmental terms, but also in the sense of successful enlargement.
