ZEW-Bruegel workshop : Europe’s way to a low-carbon economy

On November 22, 2011, 9.30 a.m. to 12.15 p.m. the Centre for European Economic Research (ZEW) and BRUEGEL organised a workshop on “Europe’s Way to a Low-Carbon Economy”. 2011 has been marked by the release of a number of European and national long-term strategy documents (e.g., Transport White Paper 2011, Energy Roadmap 2050, Roadmap for a low-carbon economy in 2050, German energy strategy).

The aim of this workshop was to address the economic and policy implications of these strategies, both in the context of Europe and in particular the case of Germany. Experts from ZEW and BRUEGEL, including Wolfgang Franz (Chairman of the German Council of Economic Experts and President of the ZEW), Andreas Löschel (Head of the Environmental Economics department of ZEW and chairman of the German monitoring group on the energy transition) and Georg Zachmann (Bruegel Research Fellow) gave presentations on these topics. Jos Delbeke (Director General for Climate Action, European Commission) elaborated on the role of the EU Low Carbon Roadmap 2050 in this context. Based on these inputs Jean-Pisani Ferry (Director of Bruegel) lead a discussion on how Europe could achieve a low-carbon economy, and what the implications might have been.

After lunch at 13:30 p.m. there was a key-note speech by Prof. Dr. Dr. h.c. mult. Wolfgang Franz, Chairman of the German Council of Economic Experts and President of the Centre for European Economic Research (ZEW) Mannheim on The New Annual Report 2011/12 of the German Council of Economic Experts.
