Roadmaps and Energiekonzepte – towards an integrated market or a return of national energy policies

In the last decade, directives from Brussels created markets, facilitated cross-border trade, stipulated the deployment of renewables and coordinated pollution reductions. However, many observers regret that key European energy projects – such as the internal market, EU support to energy research or coordinated energy efficiency measures – are not gaining pace. There is even a feeling of divergence in some areas. The panel will discuss how individual and national interest can be accommodated with European welfare maximization. That is to ask where policy makers should strive for standardisation/harmonisation, in which fields assuring compatibility is sufficient, where incompatible systems can coexist, when compensation might prove efficient and most important, which conflicts of interest will remain.
