At this event, held in Rome, we examined how the reform of the post-2027 Multiannual Financial Framework (MFF) can make the EU budget more effective and strategic. With the current budget capped at about 1% of GNI, the EU struggles to address growing pressures such as security risks, competitiveness challenges, and the green-digital transitions. The aim of the discussion was to bring together policy experts to consider how the EU budget can be reformed to better deliver on European priorities. Key themes included: how to strengthen investment in European Public Goods through stable own resources and potential EU borrowing; how to boost competitiveness with tools like a stronger InvestEU and a new Strategic Competitiveness Fund; finally, how to ensure sustainable defence financing in response to geopolitical challenges.
