13:45-14:00Data is an important production factor in modern digital economies, contributing significantly to productivity growth provided regulation keeps data market failures in check. The EU has developed an impressive array of data regulations, including the Data Act, the Data Governance Act, the GDPR and several sectoral regulations. Digital Commissioner Henna Virkkunen continues this work, having announced a new European Data Union Strategy that seeks to “draw on existing data rules to ensure a simplified, clear and coherent legal framework to share data”. This panel debated how coherence and economic efficiency could be improved in existing data regulations, and how this Strategy will fit into the forthcoming Digital Omnibus package.
