Only basic Reform can deliver legitimacy to the Fund
Jean Pisani-Ferry and André Sapir argue that fundamental reform of the IMF is in Europe's interest. Although a formal loss of power would go along with a rebalancing of quotas, more effective influence in world economic affairs could be gained.
