Román Arjona

Chief Economist, European Commission, DG RTD

Román Arjona is Chief Economist and Head of the Unit “Reforms and Economic Impact – Country Intelligence” at the Directorate-General for Research & Innovation of the European Commission.

He previously served in the Spanish government as Secretary-General for Science, Technology and Innovation. Before joining the Commission he was adviser to the Spanish State Secretary and the Spanish Minister for Science and Technology. Mr Arjona worked for the European Investment Bank and the International Monetary Fund as well as for the OECD as an economist. He was a member of the World Economic Forum's High-Level Advisory Group of the Europe Inclusive Growth and Competitiveness Lab, and of its Global Agenda Council on New Growth Models. Román holds a PhD in Economics from the European University Institute in Florence, a Masters' degree in European Economic Studies from the College of Europe in Bruges, and he studied Economics at the University of Valencia, where he graduated with a special distinction.

Román leads a team of economists and policy-makers that improve the evidence base in support of STI policies. He is active on three pillars. First, national STI reforms, with the formulation of policy recommendations for countries within the European Semester of economic policy coordination. Second, the analysis of Europe’s STI performance against the backdrop of fast-changing innovation dynamics. Third, he heads the Horizon Policy Support Facility that provides support to countries to better design, implement and evaluate reforms that enhance the quality of STI investments, policies and systems.
