Heliodoro Temprano Arroyo
Head of Unit "Neighbourhood Countries and Macro-Financial Assistance", European Commission, DG ECFIN
Heliodoro Temprano Arroyo is Head of the Unit "Neighbourhood Countries and Macro-Financial Assistance" at the European Commission's Directorate General for Economic and Financial Affairs (DG ECFIN).
During his career at the European Commission, which he first joined in 1993, he has also been Head of the "Globalisation and Development Policy" in DG ECFIN, dealing with G-20 matters, and Deputy Head of the Unit responsible for the analysis of the Asian and Latin American economies, the G7/G8 and IMF issues. During 2007-2008, he coordinated the international chapters of the Commission's report [email protected]: Successes and Challenges after 10 Years of Economic and Monetary Union. Between 1996 and 1998, he worked in the European I Department of the IMF. Previously, he worked for the Research Department of Banesto, a major Spanish bank, where he was appointed Deputy Director for International Monetary Analysis in 1991.
Born in Madrid, Spain, Mr. Temprano holds degrees in economics at the Universidad Autónoma (Madrid), the University of Sussex and the Universidad Alcalá de Henares (Madrid). He has published research in the fields of international macroeconomics, public finance, monetary integration and transition economics. His most recent research has focused on the macroeconomic situation and reform challenges of the countries of the North African and Middle East Region.
