David Morales
Associate, Energy Systems & Governance at European Climate Foundation and Project Manager, independent NECP evaluation,
David works as an Associate for the Energy Systems and the Governance team. His current focus is the implementation of the Energy Governance Regulation. He is working with a wide range of stakeholders to guarantee the adoption of ambitious Integrated National Energy and Climate Plans (NECPs) and Long Term Strategies of Decarbonization by Member States.
Prior to joining the ECF, David was a blue book trainee in the Cabinet of Commissioner for Energy and Climate Action, Miguel Arias Cañete, and prior to that worked at an industry association in Brussels and different international law firms in Spain and the UK.
David holds a B.A. in Political Science and a LL.B from the University Carlos III of Madrid and a LL.M. from King’s College London. He also studied at the faculty of law of University College London.
David is a native Spanish speaker. He speaks English fluently, has a good understanding of Basque and is trying to improve his basic knowledge of French.
