The latest edition of Economic Policy, edited by Georges De Menil, Richard Portes and Hans-Werner Sinn, includes four papers that draw attention to pertinent policies related to governance of universities, the reforms and re-elections in OECD countries, the effects of employment protection legislation and financial market imperfections on investment and the drugs policy related to cannabis. The four papers were first presented as drafts at a panel meeting in the European Commission in Brussels in April 2009.
Bruegel Senior Fellow André Sapir along with Non-resident Scholar Philippe Aghion , Mathias Dewatripont, Caroline Hoxby and Andreu Mas-Colell make a comparitive analysis of governance and performance of universities between Europe and the US. The authors conclude that European universities can benefit from greater autonomy and accountability.

In this paper, commissioned by the European Parliament, Bruegel Visiting Scholar, Juergen von Hagen analyses the European and US monetary strategies during the crisis and points out that at the current moment coordination of monetary and fiscal exit strategies will be essential in order to avoid killing off the recovery before it has acquired full force. The author suggests that the risks of adverse macroeconomic developments are considerably less if fiscal policy exists from crisis mode first and monetary policy second.

Director Jean Pisani-Ferry and Senior Resident Fellow Nicolas Véron contributed this chapter to Policy Network's book The EU in a World in Transition: Fit for What Purpose?, edited by Loukas Tsoukalis. Pisani-Ferry and Véron make several key points: The IMF will never recoup the central role in global governance that it was assigned by the Bretton Woods system, as the G20 has taken over as the main vehicle for global cooperation; Europe should prepare for a significant offer regarding its representation within the IMF so that emerging economies such as China, India and Brazil are more willing to buy into the system; and exchange rate surveillance is one area in which Europe should be able to play in integral role in brokering agreements between the U.S. and Europe.
